It's not Castillian Spanish- it's Catalan, thats why Google etc can't translate it...
It roughly translates to- "Barça visa pays tribute to your supporters club, ask the president of the club."

'Visa' could be the name of a Barça supporters club, or it is more likely that Visa (the credit card company) in some sort of sponsorship deal with FCB has been involved in some way with the 'penya'. 'Penya' is the word for a 'supporters club/assosciation' (in castillian/basque spanish as well as Catalan I think).
